I believe it is an organizational responsibility. 99.9% of the time the PM has to work with the limited resource pool they have available, whatever the makeup of this might be. So project management plays a part in applying it but not defining it as they just do not have this luxury. Saving Changes...

The right thing to do is hire the right person with the right skills for the right job and be an equal opportunity employer. If you do this inclusiveness and diversity is taken care of (assuming you are a larger company in terms of employee size) It is difficult for you to maintain that in small sized company. Also, research has shown that a diverse team with varied set of thinking (not same kind) contributes to bigger success of the company (long term.).
