In the handbook says (page 12):
"If you earn more than the required PDUs in your CCR cycle, you may apply a portion of the PDUs to your next cycle. Only PDUs earned in the final year (12 months) of your certification cycle can be applied to a future cycle."
However, doesnt explain how.
Once your cycle is over, the new cycle counts will be started. This is my experience almost 3 years ago. Having said that I am not aware of any formal policy.

In your case, with PMP, I believe your next cycle starts March 20, 2024 so you must claim 60 PDUs before then and if you did earn more than the 60 PDUs then you can transfer 20 PDUs to the next cycle as long as they are earned in the last year of your previous cycle. Let me give you an example:
Your current cycle is March 20, 2021 - March 20, 2024 so if within this period you did earn 60 PDUs already before the end of the cycle and you still will be earning more then any PDUs in excess of the 60 that are earned between Mar 20, 2023 and Mar 20, 2024 will be transferred to your next cycle automatically, up to 20 PDUs for the PMP. Not all PDUs are elligible for transfer, for example, the Working a Practitioner are not transferrable but the Educational PDUs are and this is well explained in the handbook.
If you have PMP certification, you can store a maximum of 20 exceeding PDUs gained in the last 12 months of your Certification Renew Cycle. These PDUs can be applied to your next 3-year Certification Renew Cycle. PMI transfers the exceeding PDUs automatically, but certain types of PDUs don't apply to transfer to the next cycle.
