Suitability of Utilizing PMBOK for Developing Project Management Metrics

I am planning to utilize the knowledge areas of PMBOK 6th edition to create project management metrics. Would it be suitable to extract important metrics during the project execution phase rather than during the planning phase?"

Depends on what you are measuring. Remember that PMBOK process groups are NOT phases, and hence throughout the life of a project we are performing monitoring & controlling processes which would generate work performance data that we would crunch into work performance information.

A simple example of that might be assessing stakeholder or team member satisfaction - we probably wouldn't want to wait till we were executing against approved baselines to do that...

Although process groups are not phases, often predictive lifecycles are broken out by maturity stage such as conceptual, preliminary and detailed design, build, test and validation, etc. Unless you don't care how well your team is working during the primarily planning phase, you should use some type of KPIs to tell you how the planning going.

Things like RFIs, Ps, and Qs tell you about how your supplier selection is going. Groups expected to populate the WBS with their planned work might be tracked to understand whether you are on plan to commit your schedule baseline. Planning change requests whether the detailed plans are stable or still in flux. Staffing and training levels necessary to support the full statement of work are needed to know readiness to actually execute the plan.

They may be different metrics than in later phases but are often critical to ensure your planning itself is going to plan which sets the stage for the whole process.

It's adequate that you use PMBOK Guidelines as a basis to establish Project Management metrics. During the planning process, you can determine various metrics that, according to your experience, should be considered. Even though, during the execution process, unexpected events may occur, and this can lead you to include more metrics or change the considerations about the actual metrics you're monitoring.
