It depends on what you are communicating and what their preferences are in relation to receiving information. There is no right answer to this question! Saving Changes...
I agree with Elizabeth.
One project I ran had whole of organisational impacts, so we ran workshops, info sessions, sent emails, send hard copy memos, left flyers on every desk, and had a comprehensive update on the internal Intranet and had CBT delivered to every staff member.
Guess what - in the post inplementation review we were criticised for not communicating enough! To be honest, other than sit down with every indiividual and go through all the impacts, I am not sure what else we could have done.
The only advise I can give is find out how your audience likes to be communicated with and use that, if not then you message is going to get lost or be ignored.

Liz is right. It depends on the audience and topic. It should be part of your communication plan to determine - who, what, why, how, and when for each type of communication be it a status update or soliciting of feedback. Saving Changes...

Hi
I am to do a wbs for a corporate function and my manager has given me the 4 phases: planning and initiation, execution, closeout and BBQ.
I am not sure if BBQ is a summary task or should be a work package.
If the latter how will i display BBQ has a work package...please help.

Perhaps you need to look at event management rather than project management. This is a slightly different approach tailored to organising events rather than projects. Have a look here http://www.acem.uts.edu.au/
If the BBQ is the event then it should be in execution and the closeout should come last.
