Project management tool for an agile/waterfall hybrid environment?

Hello, I am looking to move off Rally. While it is an excellent tool, it does not work for the real world agile/waterfall hybrid at my company. We need milestones and timelines up front. We also have projects that reach across multiple projects and multiple resources.
Any suggestions for simple/easy project management tools that have Project Management, Resource management and defect management? That ideally can hook into a Ticketing tool? Any and all advice welcome.
