How does a project manager foster a culture of ethics and support ethical behaviours?

What are your best practices to promote a culture of ethics in a project environment and instill the notion of ethical behaviours in a project team (based on past experience and lessons learnt) that you can share?

First thing we do are Team Agreements which include many things of which Ethical Behaviours is one of them.

The second thing we use on construction projects are posters that reflect ethical behaviours to serve as a reminder for all.

1- Team members must know there roles and duties through the organizational chart
2- Take the team members know the features of the project they will work in
3- Held meetings during a communication system to get what team suffers from and their opinion about solutions
4- Let the team work and review them on a regular basis
5- Apply the criteria of reward to distinguish team members and encourage them to improve their selves

I think you need to make it clear to them what those mean to you. Create a list of all expectations. Moreover, you should be a role model.

*First of all, you should show exemplary behavior, inspiring your followers to act in the same manner.
*You can establish also "team rules", that define behaviors to reach complete harmony when working together.
*Take into account the organization's principles, as a basis to stablish the team's core values.

I agree with the above, especially positioning yourself as the expected behavior.
Team rules are also great as long as it is transparent and agreed upon with everyone.
Also, getting feedback can help correct any unethical behavior that might creep in. And doing regular check-ins or reviews with the team to make sure the model to which the team adheres is still relevant from an ethical point of view.

There was a lot of debates related to ethic in this forum. Ethic is a complex topic which dependens on context (organizational and country context). Because of that most of the organizations have defined a code of conduct and ethic which has to be observed and followed to work for them.

1. make ethical behaviour a regular discussion topic
2. show ethical behaviour as PM, day by day
and add
3. improve yourself and the team by learning about ethics

Great question my dear Ming as well as the comments above.
Here my two cents. Some best practices to promote a culture of ethics are:
- Lead by example: when team members see leaders and others consistently behaving ethically, it's more likely to adopt similar behaviors. A great book to recommend here in terms of leadership is "The Leadership Challenge".
- Promote open communication: create an environment where team members feel comfortable discussing ethical concerns and reporting unethical behaviors.
- Recognize ethical behavior: acknowledge and reward team members who consistently demonstrate ethical behavior.
