On-Time Delivery

Hello Project Management Community!

As the structure and framework of our project management department continues to evolve, I'm interested in gathering opinions around how to deduce a reasonable KPI for on-time project delivery. I understand that there are a series of external factors that can derail on-time delivery, but curious what others do to establish this metric. Any feedback would be appreciated.
