I am looking for some metrics to baseline the productivity of a Software Development team.

We are already capturing the efforts and QA activities.

I would look at quantifying the business value delivered per dollar spent - effectively an ROI calculation.

Remember that just completing work items isn't a measure of productivity if your customers aren't benefiting from those work items or if they are riddled with defects.

It depends what your software is supporting. On some programs it may be difficult to quantify the value to the customer in financal terms. Regression analysis and resolving the issues found is a good example. It is necessary, yes but the customer paid for working software.

You can however also measure your throughput. How many bugs are you resolving per reporting cycle? Is the backlog going up or down? Is the burndown/up chart showing you will meet your goal?

Comparing that to your personnel charging levels, you can still create metrics that depict how efficiently your staff is working through the problem backlog.

Key point is to define what does mean "productivity" for the organization. Some organizations give it the man "cost reduction" for example. After that, my recommendation is going to CMU SEI website where you can find the most recognized metrics on this and other matters related to software productus creation.

If you are working in an agile approach, you can measure productivity by calculating sprint velocity, establishing the amount of work completed in a sprint, showing sprint burndown, and calculating ROI.
