I am looking to see if there are any official statistics around number of projects that are completed on time, on budget and within scope. Then within that general umbrella, what percent are completed on time, on budget and within scope.

You need to compare projects of similar projects in terms of characteristics.
One place I would check is PMI's publications, you might find something there but I am not aware of something specific at the moment. Saving Changes...
This would be industry and even context-specific. Standish for example used to publish statistics in its CHAOS report about technology projects.

@Rami and @Kiron gave useful advices here. The problem with those statistics are data about how the numbers have been calculated are not published so there is no way to calculate the bias, to put this in a political way to say things.... Saving Changes...
