like runnin thru u-tube videos @ 1.5x or 1.75x, we can speed-view the videos and catchup with more missed ones. 1x for each webinar i missed is too slow for me . udemy, etc all have their tutorials w this feature - we review the videos multiple times to make notes etc.

I see your point now. Not sure how speeding the video will add benefit to the listener as if the video speeds they can't catch everything in the webinar but lets see what others think too. Saving Changes...
It might be a useful option - I watch TED Talk videos at 1.25 speed which doesn't prevent me from understanding what is being shared but saves a bit of time.
I wouldn't expect it, unless they can automatically track that you took less time to watch a video and therefore get awarded fewer PDUs.

for folks that speed-viewed it, pm can give a small test to see if we covered the entire thing. its customary to watch it a couple of times to recap, etc , so why will we cheat??

PMI doesn't award PDUs for taking tests. They award 1 PDU for 1 hour of study. The smallest increment for earning PDUs is 15 minutes.
I can't speak to why people would cheat, but the current process is automatic. The first time you finish the video, you get a PDU. I don't know if their programming counts minutes or just gives a PDU for finishing the video. If it's the latter, they would have to change their programming to accomplish what you are asking for.
It may not be a good suggestion. Depending on the pace of webinar, it may or may not work.
thats for the viewer to decide, no?? speakers deliberately slow down to ensure listeners understand, so cant spend 2 hrs repeating to recap. Saving Changes...
