I am a PM for a large biotechnology company and I am assigned to implement a time and material management funnel initiative and not sure where to begin or ask the right questions.

You would need to provide more information. Time and materials is a contract pricing approach like firm fixed price or cost plus incentive and can apply to any number of projects. Are you trying to implement a project implementing T&M processes and tools?
