Hao Yang,

it is a core concern for (project) managers.
Resources are often not enough.

There are many strategies to deal with this:
- plan resource amounts per role well ahead (know what you need, include contingencies)
- plan for backup, redundancy (in case you loose resources)
- negotiate for resources with resource owners (you need something to give)
- make sure resources like to stay, develop and nurture them (minimise attrition)
- build alliances (use politics, networks)

I'd add: convince your senior leadership to only take on as much concurrent work as can be effectively delivered while taking long term steps to increase capacity (e.g. cross-training, hiring, simplifying processes to free up staff).

By definition, resources are not enough. It is an economic definition. So, we always are accountable for "doing more with less". Lot of things to comment but the first thing that comes to my mind is: make your estimations and put them in place working with people that have to take the decisions based on their knowledge based on the strategy to follow and the objectives to achieve.

I agree with the above posts, and I would like to add that with the help of Generative AI, resources can be more productive, and resources can cross-train themselves in their other areas of interest to be utilized in their total capacity.
