AI always helps on analsis but the final decision is on hands of human beings. The types of expert systems you describe above will get three options with probability associated to them then the human being decide. Important thing is to take into account that AI will "simulate" the same a human being does so AI entity (software or whatever) has to be created then developers has to work with a subject matter expert to put her/his knowledge in the code then it has to be trained what could take weeks or month in some cases. Could an AI tool eventually do this? Absolutely, given sufficient time and quality historical project and economic data to learn on.
Right now, I don't believe any such commercially available tool exists, but it is possible that it is being developed within the development ministries of one or more countries.

My thoughts are in line with Kiron’s - At the moment, I believe governments are working on this and adopting third party software and AI tools such as Palantir and others.
It will be interesting to see how this will evolve.
