Planning poker is a tool for assigning effort (aka story points) to a story.

All team members have a deck of cards with values (e.g. 1, 3, 5, 8, 13, 20). The team discusses the story and after discussion the team reveals their card with their estimate for the story. All cards are revealed at the same time.

The team then decides what effort to assign to the story based on the responses.

Similar card tools are used in other project disciplines such as risk assessment. The purpose is to prevent some of the problems in reaching a reasonable statement of some metric, such as (1) the dominance of "loud" individuals in discussion, (2) the tendency of people to follow the lead of those seen as "important", and (3) group-think - the desire to not be seen as an outsider expressing different views to the majority!
