Check under the Templates section on this platform. The charter shouldn't be any different from the ones used for projects but you need to customize it to suit your needs.

Before you may look into these templates (if they are), you need to define how to implement the methodology for creating a PMO, it is not simple and is not easy, even if you find a template, if you do not have experience in how to create a Project Management Office, none of these templates will do any good for you.
