You can find many with an internet search or can look for examples in the Templates section of this site. However, you should first start by understand what is the minimum set of data elements which your stakeholders want in a charter and then use examples to help you come up with an initial draft which you can iterate upon.

It's not a template, but it discusses the information you need and possible formats - your "charter" doesn't have to be one document.
