Earned Value Management for Demolition Projects?

I am hired by an infrastructure company for applying the Project Management framework within the demolition division of the infrastructure company.
However, I have been trying to look at the project progress from every angle but not able to figure out how can i establish the parameters for the demolition. Some parts of the building might require more effort than the other. Considering this from view of $ amount/ unit time or/and area demolished is also not working as some areas might consume more time and others might not consume any time at all so it skews it badly.

Develop performance metrics tailored to different demolition tasks. Instead of a uniform metric like $ amount/unit time, establish task-specific metrics. For example, measure progress in challenging areas based on achieved milestones, quality of work, and adherence to safety standards.
Moreover, this is pretty much the same for every other project. Work packages can vary in resource and time requirements.
