Having decision support from historical project data is nothing new. Most professional estimation tools use an underlying repository of historical project data to aid in estimating cost & timelines.

The challenge is that due to the uniqueness of most complex projects, once you narrow down a data set to the truly applicable historical projects, it is usually not large enough to draw any detailed insights.

Where I do see it helping is if organizations are willing to share their historical project data and pool it with others in their industry. Then, the likelihood of finding at least a few matches increases.
