I'd start by finding out what information they are interested in, produce a mock up report based on that, review it with them, refine and rinse & repeat until they are satisfied. Then you can decide whether it is best produced manually or built as a dashboard or standalone report.

I would add that this process is continuous. You should expect the report to evolve as you go along.
