Construction Scheduling in Coal mining environment

Coal mines are so dynamic that is quite complicated to adhere to schedule baselines. How can we implement an effective plan in the mining environment to reduce schedule change rate?

I'd suggest a rolling wave approach might be appropriate with schedule commitments made at the near term milestone level only with future milestone commitments made based on regular re-planning resulting from new information.

You need to take an adaptive approach in planning and as suggested by Kiron, Rolling Wave planning could be a suitable approach in this case.
