A RACI matrix would not usually contain any estimated effort information nor when that effort would be spent - that would be found in other artifacts such as a schedule. You might find it easier to use information from a scheduling tool to answer your questions.
AI would certainly be able to summarize the data in the RACI - for example giving you all the stakeholders sorted based on the number of activities or deliverables they are responsible for.
I agree with @Kiron Bondale. I would use the timeline to get a better visualisation of how to calculate the effort in the project. I don't know which Project Management tool you use, but most of them can provide accurate indicators for what you need. Saving Changes...

I don't think AI can be of any good use when it comes to RACI. It may just summarize the tasks as there is nothing else beyond the individuals and assigned tasks in RACI. Saving Changes...
