How can I find the freelance project managers pool worldwide and how to find out the average salary rate of them?

There is no single source for this data. You could certainly use some of the larger recruitment job sites to locate salary info for contract PM roles, but average rates won't be of much value given the likelihood of a wide distribution/variation as well as the significant differences in rates between different geographic locations.

I've never heard of a single source reflecting such data. I sometimes use Pay Scale for salary related information.

Mohammad,
there is the PMI 2023 salary report for download and also coming with a tool to browse the data.

They cater to the role of 'PM consultant', which relates to a freelance PM but probably employed consultants too.

You select self-employed, the salary goes down, so the difference give you a hint about the premium for freelancers.
