Objective and Key Results (OKR)

there is a best practise on defining OKR, which is to aim for 70% success rate to encourage competitive goal-making. and the 100% success rate should be re-evaluated as not challenging enough. Anyone can comment on the recommendation of 70%? is this close to the concept of 80/20% Pareto?

I wouldn't think it relates to Pareto as the 70% is the combination of your committed and aspirational goals. The committed goals shouldn't represent a major stretch and should be 100% achieved whereas the aspirational ones are definitely stretch targets and may or may not always be met.
