Estimating technique /Project Closure

1. on 3 points estimation techniques, if PMP question does not mention any type, we shall use the PERT formula of (O+4M+P)/6?

2. in PMBOK 7, Impediments is similar to obstacle, however, the earlier versions had clearly differentiated impediment (slow down), obstacle (impede progress) and blocker, can anyone comment?

3. during process closing stage, where do we spell out the transition plan? Or we just plan the transition plan in  our gantt chart for this handover activities ?

1. Yes, although PMI has shifted away from basic arithmetic questions based on the feedback I've received from some of the students I have taught in recent PMP Prep courses.

2. I'd say that's an inconsistency throughout the PMBOK Guide as in some places it references the normal use of the word impediment as being something which slows down progress whereas in others it equates blockers (where work is unable to progress) and impediments. Hopefully they address this in the Eighth Edition!

3. In most cases, a transition plan is one of the change management deliverables which might be produced and potentially even finalized prior to phase/project closure. If not, the finalization of it (e.g. reflecting things which weren't delivered by the project team and are now the responsibility of an operational team) would happen during closure. In either event, it should be part of the WBS and should be reflected as a deliverable to be scheduled and tracked.
