Why is Quality Management only present in 3 process groups?

I think it goes beyond Planning, Executing and Monitoring and Controlling.
It is present in initiating and closing. May be a time to review the PMBOK.

Oritsemajemite -

Remember that Process Groups are NOT project phases or stages even though their names might suggest that. They are just a means of categorizing or classifying PMBOK processes.

For example, the Plan Quality Management process might be initially executed in the initiation stage, and then iterated upon in later stages as greater details become available. Similarly, aspects of Manage Quality and Control Quality might be performed during the closeout of a project.
