What do you think about AI building another AI?
Will it be an improvement of its own skills?
Can AI be the Sponsor and PM for any project?

The AI can act as a person can have its mindset and could be a sponsor.

We are quite a ways from AI technologies being able to replace the emotions and judgment of any role on a project. However, as far as AI tools building other AI tools, this is currently possible but so far an AI tool generated in such a manner won't be more capable than its creator given the underlying data available for training purposes. A more common scenario is one AI tool checking the predictions of another, for example to look for biases in input data sets or in predictions generated.

I understand it all depends on the creator, it will be based on the resources available to the AI systems. New-gen AI systems could be designed to learn from other models and user inputs. There could be a self-sustaining chain of commands to run itself. It will all depend upon the input data sets.

Ai is a boarder term. In that days becomes a buzzword because the popularity of GenAI. What you state is outside there from long time ago (more than 30 years). Usually AI entities are used to train and adjust other AI entities. For example you could find a lot of that in games (video and others like chess)
