I'm not aware of specific tools which can take a holistic view of the different external factors which could affect a project's success, but the use of non-AI Monte Carlo simulations can be used for schedule & cost analysis purposes to update plans in near real time.
Data analytics requires substantial historical data that can be used to compare real-time performance. Even if you are using genetic algorithms in a Monte Carlo simulation type approach to predict the most likely outcome or best possible future, it's still using history as a guide.
What data analytics can often do is tell you if new information fits well with prior information, or is very much different. That is the concept of a "control chart" in quality engineering or six sigma. Based on the historical information, something is different enough to raise an alarm or is starting to trend in a way that tells us that what is occurring now, is not normal and the process or system you are analyzing is no longer "in control" to established limits. I understood that you are talking about to use AI to take large amount of data and help the project/program/portfolio manager in taking decisions. We actually used AI to get real time data and come up with status reports that can then be modified or reworked by a PM. This save a lot of time in data hunting and finding.
