is the PM responsible for Capital Expenditures?

Does the PM really need to be responsible for the CapEx, in terms of presenting and getting approval from upper management?

It depends on the organisation and level of authority granted to the PM. It is more common to see PMs responsible for CapEx in smaller organisations than larger ones.

Most companies I've worked for don't involve project managers until after approvals. Getting involved earlier is good exposure, both from a scope perspective and from the perspective of getting in front of upper management.

This is organization-specific, so I'd recommend checking your project standards or finance policies as one or both might specify the necessary authorizations. However, as Aaron has said, in many situations, the CapEx requirements are presented, reviewed and approved as part of the project's business case acceptance which would usually precede the PM's involvement.
