Could you clarify what you mean by a PM Development Framework - are you referring to implementing a set of PM standards within your department or organization OR are you referring to a framework for developing the capabilities and competencies of a group of PMs?
I would suggest you take a course and get certified in CAPM or PMP if you haven’t already. There are many project management frameworks available.
