PMP Practice Exam Question

I need help understanding this answer. I have only put the top two answer available. The question is as follows.....

The deliverable does not meet the agreed upon quality standards. The problem is from a external vendor supplied part. They are unwilling to correct the problem. What should the PM do. 

1) Check the SLA with the vendor
2) Review the procurement management plan and contract agreements

#2 is the correct answer according to PMP's practice exam. Why wouldn't checking the SLA (that's a contract) be a more appropriate response since it is specific to the supplier?

Thank you Sir! This helped immensely. It confirmed that my mindset is in the correct place and gives me confidence that your answers are in line with what I would of chosen. The practice exam does tell you if you are right or wrong, but lacks explanation (in this case). I will defiantly look at the PM PrepCast, thank you for the recommendation.

I have another scenario that I need help understanding. Below is the situation....

A project manager has the following for a new project....
1) Assumptions
2) Restrictions
3) Preliminary Scope

The answer options are as follows....
1) Review and understand the business case and project goals
2) Put together a project team
3) Build a project schedule
4) Ensure project charter approval is obtained from sponsor

Maybe I am wrong, but # 2 & #3 are obviously wrong. The project charter is an INPUT of the preliminary scope. Don't you need the business case and project goals in order to develop the charter?
