Gomaa, in general, to become an achievement-oriented Project Manager, you should focus on setting clear, measurable goals to your team, regularly track progress, celebrate milestones, learn from setbacks, and continuously seek ways to improve processes and outcome.
I wouldn't feel that there is a need for certification or qualifications, but rather if you are goal-focused throughout the life of the project making sure you know what's most important at all times and tracking progress towards achieving that, then you would be achievement-oriented.
