Clarifying Initiation outputs . .

Hi - I'm studying the PMBOK 7 for my CAPM and reading about Identifying Stakeholders during Initiation . . . could someone please help me understand how / why change requests to the project management plan are an output here? I thought management plans didn't exist at this point (i.e. don't get created until the Planning stage) so wha't s to change?

Remember that the PMBOK framework's process groups (e.g Initiating, Planning) are not project phases but rather just a means of classifying processes.

So the Identifying Stakeholders process might occur much later in the lifecycle of a project as we do identify stakeholders on an ongoing process and which in turn might cause us the stakeholder register as well as other PM artifacts. For example, if a newly identified stakeholder provides us with their desired communication frequency and approach, that would need to be updated in our communications management plan.
