Having just completed (and passed) the P3O practitioner course I can highly recommend it - or just start by buying the manual.
Although it sits in the same "family" as Prince2, MSP etc, it does not rely on those - it can be used independently as a set of models and approaches/techniques for establishing PMOs, no matter what methodologies you use for projects or programmes. Saving Changes...

As someone from this side of the pond, let me add my endorsement of the P30 Guidance. As always, passing a test and/or obtaining a certification serves as prima facie evidence that the certified practitioner understands the concepts tested of the guidance. However, it does not mean that one has an ability, nor demonstrated record of past achievement, to apply the guidance nor does it mean that the tested guidance, in this case P30, represents the sum total of knowledge and skill required to be an effective P3O practitioner. Much like the ante to a poker game, it is the beginning of things but hardly the end all. P3O, two thumbs up, a valuable reference for P3O (PMO) practitioners. Saving Changes...
