Why react - in any business with sales you run the risk of the sale being delayed, cancelled, changing in size/scope (up/down).
Instead of reacting put in place a process where you are engaging with your pre-sales team periodically, you need to identify to them when they start inferring there may be a delay to a sale the impact it has on the business/PMO e.g. resources may be sat around twiddling fingers as their late notification meant other work could not be allocated. You need to ensure the from end to end of the sale to implementation process those people are engaged as it is in their interest to be clear to the customer of time-lines, if there is a delay in the sale then they need to be able to explain to the customer the impact of the delay (e.g. date may need to change / costs increase to keep date the same)
You could put in a sign off sheet inbetween pre-sales and delivery where they have to get PMO sign off that the costs/date/quality has been pre-agreed with you otherwise they are held accountable for the problems and comms to the customer.
in short you need to work with them and not in silos assuming you are in the same business paying your wages then you have a collective objective = make the business successful, and this will fail if their is not collabration during the pre-sales process to delivery.
