I'd be concerned if organizations update their strategic objectives frequently as if they are truly strategic, those objectives likely take some effort and time to achieve. How they achieve those objectives (e.g. tactics) might change frequently.
Regardless, strategic objectives should be derived from ongoing strategic planning and they need to align back to the mission and values of the organization.
