Managing Stakeholder Resistance in Project

How do you manage conflicts that arise within a project due to different needs and perspectives? For example, if you're leading a project aimed at introducing automation to enhance efficiency, but one key stakeholder, although appearing open to change, actually prefers the old way of practices, despite the company's clear direction towards innovation, digitalization, or automation. How would you address this to ensure alignment and progress towards the project's objectives? While I believe communication is crucial in such situations, I'm interested in hearing various perspectives and experiences to broaden my understanding and approach.

Our organization has a Change Management Office (CMO) that utilizes a framework to manage project changes and address stakeholder resistance. However, their services are limited to specific projects. In the absence of CMO support, I escalate the issue to the project sponsor. I believe that change management should be an integral part of project team responsibilities, coordinated by the PM. However, this approach is not practical for all projects, and I fear it would overburden the PM with additional tasks."
