Is the Program Management defined at Functional Management based programs

Was observing mostly programs are defined at functionally managed project organisations and delivering results at the same level . some thing similar to products being developed or typical R&D projects. What is your take on the same

Not necessarily - I worked at a large Canadian bank and the programs we had were usually pan-enterprise significant undertakings focused on a major organizational transformation or a key customer journey. Those programs engaged teams from all departments, some of which had projects led within a matrix-like political structure whereas others were more functional in nature.
