Has anyone used any framework or methodology to conduct project audit? Please share your experience.

Mun Koo, this is a very broad question!
I've used ISO's, FAA, ICAO, IATA, other Int'l standards and general client specs for audit basics.
I think the "easiest" ones are from a clients specs: he wrote what he wants, now go find out if it's being done.

The formula for finding the number of audits to be performed per organization on an annual basis is: using Gauss formula,
a = [(19 * [Y / 19] + 15) / 30], where Y - year, [] - residue of division;
b = [(2 * [Y / 4] + 4 * [Y / 7] + 6 * a + 6) / 7];
If (a + b) > 10 then number of audits is (a + b - 9) of April (old calendar) else (22 + a + b) of March (old calendar). Where c is lunar cycles; C is prorated periodicity of one cycle; the date of next audit can be from 22.03 to 25.04 (old calendar) or from 04.04 to 08.05 (new calendar).?

Agree with Dana. Very broad question. An "audit" will tell you if your project is in compliance or not. If your project is in trouble an "audit" won't tell you how it got into trouble or how to get it back on track. For this you need a project "review" or sometimes called "assessment."

I'm not aware of any specific project auditing methodology but one thing I have found useful is the project maturity model in the Portfolio, Programme and Project Office guide from TSO. It gives you guidelines on what each element of the company should be doing to achieve a good level of maturity. You don't have to use their guide, but if you have another maturity model for project management that could also give you some starting points.

I am also interested in Project Audit Framework as I am starting audit process for PMO IT Project Portfolio. I am also CISA (Certified Information System Auditor) from ISACA, USA in addition to PMP. I am planning to use General IT Controls and Application Controls (SDLC) combined with PM process controls. I am also planning to explore CObIT 4.x to see any guidelines on assurance for Project Management

Without going into too much detail, here is a summation of a general audit process:
Auditing Fundamentals
1.Auditees Needs - registration or customer request/requirement
2.Basis of Audit - 1st party, 2nd, 3rd, etc. (internal, external)
3.Scope of Audit - general, software, environmental, construction management, departmental, regional, corporate/division
4.Audit Criteria - what codes, standards, specifications, etc
5.Reporting of Audit - to whom and copies, confidentiality, etc
6.Auditors Competence - ISO provides guidance on competence requirements for auditing and certification of auditors
7.Audit Performance - ISO provides guidance on management systems audits
8.Timeline of Audit, notifications, performances, office space needs, durations, follow-ups, etc

Thank you for all your inputs. I did a search myself and found that there are some good audit frameworks for the IT and Finance industry. Unfortunately, there seems to be no framework available for the purpose of a pure project audit which is not specific to any industry.

Hi Wai,

If you're referring to an assessment that is carried out by the project assurance function, then, there is a very good "Project Health Checklist" in one of the appendix sections of the latest Prince2 Practitioner's manual.

Is this is what you're looking for, it may be a suitable place to start.

Imran, thanks for your suggestion. However, I am not looking for something to review the status of the project. I am more interested in the audit and compliance aspect of it, similar to what Dana and Lily have suggested. I have not taken a look at the "Project Health Checklist" yet. I will look through my PRINCE2 book later. But based on the title itself, I suspect this is just a checklist for acid testing the status of the project. I could be wrong.
