Is scheduling meeting a project manager role, or is it a separate role in your organizations?

Communication is essential for the success of project. Moreover, 90% of project manager's role is communication. For scheduling meetings at your organization, is it a project managers role or a separate role? Thanks

The manager of a project is to be and feel accountable to assure
required tasks and processes are:
a. Identified with R, R, & A for each noted.
b. Perform a level of QA to ensure results.
c. Apply a "Phase Gate Review" on tasks considered most critical.
