What do you look for when hiring a project manager?

I often get asked by my clients what they should look for when they hire project managers. On the face of it, it would seem there is an easy, right answer to this question. But in delving deeper, I believe this is not an easy question to answer.
I will usually ask them what they expect a project manager to do for them. This is really the heart of the matter. If they want a task coordinator, my answer will be different than if they want a project leader.
For me, I expect my project managers to first be leaders, then problem solvers, with sufficient business knowledge to be able to make decisions in the best interest of the project. I expect them to focus on the outcome over process. They must be willing to take on the responsibility, accountability and authority for delivering the business objectives of the project.
