I'm in the process of growing an ASP. It currently handles cost management and billing. If you wanted to have the most control in how your solution works, you might consider a semi-custom solution from a company like ours(www.ProProject.com).
Regardless of your selection, I'd be interested in opinions on priorities of PSA functions/modules.
