I don't think it is an ethical issue as much as a data security issue. Different types of government projects require different levels of protections. Technical data may be treated differently than administrative. Export controls may be required if information or systems may be accessed by non-US persons. Voice operated assistants may be require disabling to prevent them listening in on conversations. Information intended for civilian use with potential military applications may require special licensing.

Ai is a boarder term. Unfortunately it is becoming a new buzzword because the mediatic explosion created by a published model related to generative AI. With that said all related to ethics and compliance, while it depends on the context, is there from long time ago. Today, it receives a new name: Responsible AI. Mainly because the use of generative AI. My recommendation is taking a look to PMI´s publications on the matter. With that said, just to comment, I am working with generative AI matters in the greatest technologic firm in the world.
