Is there a template for measuring project complexity score and then using the score along with Cost categories to define project classification

I am looking for a template which can be used for classifying the project into simple, medium, complex categories once the project complexity score is calculated along with budget categories. 

Instead of numbers can we use names like  Insignificant ,Minor ,Moderate ,Major ,Extreme, Severe. 

Project driver being Risk
Business change Impact
Politically sensitive?
Degree of Community (Customer) interest / impact
Time to deliver
Technical Complexity
Dependencies
Procurements
Criticality (e.g. Safety, Legislative compliance)
External parties involved?.

Look up the terms risk matrix and risk cube. I typically use a 5x5 format. You can assign the levels as numbers or whatever names you see fit. The factors you included can be criteria for assigning different levels.

It is a very easy tool to use providing you don't over-complicate things and is infinitely customizable to your own situation.
