JIRA is primarily a work item management tool (it was originally developed as a bug tracking tool). It has a number of extensions and integrations which enable it to do a lot more, but it does not have a critical path methodology-based scheduling engine the way MS Project does, nor does it have true workflow like capabilities the way ServiceNow does.
So, a lot depends on the nature of work done by your team and which product's "out of the box" capabilities are a better fit for how that work gets done.
