Can we consider O&M Contract as a project which has a specific start and end date?

Please clarify that we have an O&M Contract to deliver operation and maintenance services for a specific period which has a start and end date. This can be considered as a project or not.

Navaneetha, O&M contracts typically involves ongoing activities rather than a discrete project but given that it has a start and end date and that it is a one-time off contract, not recurring, then in my opinion it can qualify as a project!

I'll take a different perspective on this than Rami. It is quite common that a service provider would establish a time limited contract for delivery of maintenance services with the expectation that the contract can be renewed upon expiry.

Unless the nature of the services is unique or the services include material enhancements to existing capabilities, I wouldn't see this as a project, however you would still need to apply proper procurement management practices to the establishment, execution, monitoring & closeout of the contract.
