To improve operational excellence and effective resource utilization we are planning to track to project time management. Currently with no set processes we're encountering challenges to get information. Looking for simple & effective strategies or tool to establish basic processes for time logging, chargeback and then further improve on. Introducing actuals time tracking to staff who have not had to do it before is a significant change and needs to be designed & implemented taking good change management principles into consideration.
I always recommend to start collecting the least information needed and only ask for more if there is a strong use case for doing so. This could be capturing time spent purely at the named project level to begin with.
You will also need to ensure that the time capture process is as simple and quick as possible otherwise the quality and completeness of the data is likely to suffer.

Unfortunately an Excel spreadsheet won't help much as you need a distributed solution which individual team members are able to update. Depending on the number of team members, a shared online document might work for a while, but all it takes is one person corrupting the whole document to ruin things.
You could check for open source or freely available time trackers, otherwise a commercial solution of some kind might be best. And given that everyone has mobile devices these days, a solution which enables team members to update their actuals via their cell phones would be helpful.
