OPM usually stands for Organizational Project Management. You could start by downloading and reviewing PMI's standard here: https://www.pmi.org/pmbok-guide-standards/...ject-management

It should be noted that PMI did have a maturity assessment framework called OPM3 which could have been used to assess and guide the evolution of an organization's delivery capabilities, however, that framework and associated consulting offerings has been discontinued a few years back.
