If you identify and respond to risks, this is by definition, proactive, as a risk is the potential (not certain) realization of an uncertain good or bad thing.

As far as identifying risks goes, there are multiple methods available - you could consult PMI's Process Groups: A Practice Guide or the new risk management Practice Guide to get a list of these.

My recomendation is taking a closer look to genrative AI tools. For example, PMI´s tool is a must. The key is to understand how to create the prompts to obtain the results that will add value to you.

A basic approach I follow is DMAIC:
1) Decide on the leading indicators of risk (Define)
2) Take careful notes of anything that is a potential indication. (Measure)
3) Review your notes regularly for patterns. (Analyze)
4) Pick recurring themes as your primary focus areas of risk (Improve)
5) Adjust your plan according to the top risks and adjust the risks according to your current situation. (Control)

Mustafa,

As a general rule, you will identify your risks through thorough, challenge-based examinations of your [1] project objectives and your [2] assumptions, complemented by challenging your viewpoints through the lens of “lessons learned” (from previous projects of a similar nature).
