Unfortunately some organisations do see PM as a burden, and don't appreciate the value of it. Certainly I've seen some where it is included reluctantly, and some where it is dismissed and the job is left to some other role - almost always leading to serious deficiencies in results!
Every PM organisation, including OGC and PMP, have extensive work on the value of professional PM to a business. It is hard to give general figures as these vary hugely by industry and type/scale of project, but I've yet to see anyone even try to produce a case that argues based on evidence that a PM is not cost effective.
