Policy Document to Address Section 508 Implementation

I need to come up with a policy document outlining how we plan to approach dealing with Section 508. A significant portion of work comes from the federal govt. and we feel we need to put a program in place for awareness, training, and implementation. The starting point is to be a policy document. I was wondering if anyone else has been down this road and would be willing to share some ideas on the creation of such a document.
